The state has goals that they cannot voice. When the conflict began, they said that the goals were to bring Ukraine under control. This could not be said directly; perhaps the goal was to annex half of Ukraine or all of Ukraine. Politicians cannot always say this, and this is exactly what is happening now in relation to American assistance to Ukraine. They have a goal - to divide Ukraine.
