Aviation company "Thomas-Morse» (Thomas-Morse) was formed in January 1917, when brothers Thomas English descent agreed to cooperate with the American company "Morse K0 Chine» (Morse Chain Co). Their chief designer was BD Thomas (no relation), who previously worked on the plane "Jenny" for "Curtiss". His first proposal to his new employers was also a training single-seater S-4 «Scout» (Scout).

This tiny plane was ordered Corps Communications 100 in the number of copies for the training of pilots. Given the designation S-4B these aircraft were equipped with engines rotativymi "Dwarf" "Monosupap", although the choice was not entirely successful because of the constant leaks. Used exclusively in the US plane 'Tommy »(Tommy), as he was called to operate, was soon withdrawn from service after the end of military operations, and many released planes found a profitable use of civil aircraft as racing or shooting movies. Their widespread use in private hands provided that at least 15 aircraft S-4 (virtually all S-4C) survived to 1990-ies, several of them in airworthiness.
