Initially, the company "Piaggio» (Piaggio) developed the aircraft as a civilian four-using many structural components from its R.148 aircraft, flying in the Air Force in Italy. Initially, in the middle of 1950-ies was built by a small number of these aircraft, however production has reached the level of real profitable after order 72 aircraft received from the German Air Force in 1956 year.
Then a licensing deal was concluded between Piaggio and Focke-Wulf, in which the famous German manufacturer built 190 aircraft. This aircraft, which received the designation P.149D in the German Air Force, was used for training tasks and for communication, and over time was used by three "C" schools, preparing future piston aircraft pilots; the aircraft replaced the outdated T-6 "Teksan" aircraft. Released from military service, the P.149D was gradually transferred to the Air Forces of Nigeria, Tanzania and Uganda as part of the German military assistance program in the late 1960s and early 1970s.
The last German planes were decommissioned in the early 1980-ies, although the aircraft, caught in Africa were announced neekspluatiruyuschimisya a few years earlier. Several aircraft P.149D, served in the German Air Force, appeared in the civil registers in several European countries.
