In 1929 year Kanavino and Sormovo, along with other settlements (Burnakovka, Karpovka, Molitovka, Kostarikha, etc.) were included in the Nizhny Novgorod. 21.10.1929, the Council of Labor and Defense of the USSR adopted a decree on the construction of an aircraft factory number 21 in Nizhny Novgorod. At the time he was supposed to be not only the "... significant of all existing in the Union of Soviet Socialist Republics aircraft factories, but also one of the largest aircraft manufacturing plants, even among overseas."

The new aircraft plant was built in the western part of the city, in the interfluve of the rivers Levinka and Beryozovka, in the wasteland, surrounded by numerous forests and swamps, between Sormovo and Kostarikha, not far from the villages of Ratmanikha, Knyazhikha and Gornushkino. Unlike the car factory located seven kilometers south of Gorky, launched at the same time with resonance and pomp, the enterprise was immediately classified. The newspapers did not write anything about the construction. The factory buildings were hidden by dense thickets and were not visible either from the Moscow Highway or from the Gorky-Moscow railway, by which foreigners could move.

Because of confidentiality apparently there was no indication on the true purpose of the plant under construction. The workers, who had just arrived reported that the plant will produce special products, and those who knew what was happening, signed a nondisclosure agreement. Aircraft Factory was not subordinate to the local party and government organs, so the mention about it almost never found in the archives of any executive committee or the Gorky Regional CPSU (b).

Construction of the plant was officially launched under the leadership of 02.05.1930 years. Muratova AM 04.05.1930, commenced the foundation of the main industrial body in a festive atmosphere. Aviation plant No. 21 officially launched its work 01.02.1932, although many objects and buildings at that time were not yet completed. The first stage consisted of six shops (woodworking, tool, copper-dural, mechanical, metalwork and repair) and dryers for aviation wood. The construction of the plant, built in the haste of the five-year plans, was often not marked with high quality. For example, 21.02.1934 happened an emergency: the roof of the shop for woodworking collapsed, all the premises were filled with debris in an area over 4 thousand square meters, two people were killed, and ten were injured.

Twenty-nine-year-old young specialist Miroshnikov Eugene was appointed the first director of the plant. The design bureau of the plant was organized on the basis of specially formed 07.03.1931 Moscow branch of the design and drawing department of the plant No. 21. In the future, he was replenished by graduates of the Nizhny Novgorod technical college of the air civilian fleet. The drafting and design department, whose employees were actively trained and practiced in the Moscow design bureaus and in Moscow aviation plants, moved (in April 1932, after the launch of the enterprise) to Nizhny Novgorod. In 1933, for the foreign specialists working under the contract, and focusing on the Nizhny Novgorod aircraft plant, the "Intourist" hotel was built on Teatralnaya Square in the center of the city.

Enterprises in 1936, the new name was given in honor of Sergo Ordzhonikidze - "Sergo Ordzhonikidze Factory."
