Chronology of events:

The crew of the AN-26 №26084 producing customized flight from Petropavlovsk-Kamchatsky - Ossora, carrying a cargo of products (4830 kg). The aircraft was transferred to the register of civil aircraft of the Russian registry of Ukraine. The crew of the State Civil Aviation Flight Academy Ukraine seconded. Crew previously made flights at the airport Ossora.

The investigation produced MAK Commission. During the investigation found that the calculation of the navigation elements of the flight was executed with errors, the crew meteokonsultatsiyu was not full. Take-off weight of the aircraft exceeded the maximum allowable in the 810 kg, centering of the established restrictions did not go. En route to the echelon executed 5100 m, access to the airfield 2100 m. The flight was carried out at the on-board microphone stopped.

The flight instruction, the technology of operation of the dispatcher at the aerodrome of Ossora, does not imply the control over the direction finder of the SSRS. Actually being at a distance of 58 km from the aerodrome, the crew to the dispatcher gave false information about the flight at the level of 2100 m of the drive. The dispatcher of the VRTS allowed further reduction of the aircraft according to the scheme up to the height of 400m. In the absence of radar continuous monitoring, the crew continued to descend in the highlands with the exit to the area of the fourth turn less than the safe height (1200m) before flying the SSRS, executing a "straight" approach, which was not envisaged for the airport's aerodrome. Having received from the controller information about the location of the aircraft outside the boundaries of the approach scheme, the crew, nevertheless, continued the flight in the area of obstacles having an altitude of 380 m, without taking measures to exit from the danger zone.

The final stage of the flight was performed with limited visibility (low cloudiness, snow charge) with almost no decrease at an altitude of 300 m. After the flaps and chassis were released, the crew began to execute an S-shaped maneuver with a roll of 20 degrees to the left, then to the right, possibly to take the aircraft off line Preplant course. For 10-8 seconds before the crash, the alarm "Dangerous approach to the ground" has triggered. The crew tried to "lift" the plane. These measures caused an increase in vertical overload to 1,3 units. And the emergence of angular pitch velocity, but this did not make it possible to avoid collision at the mark of 250 m with the slope of the hill. The Hill of Primordial, which has an altitude of 376 m at a distance of 8 km. The plane collapsed completely and burnt in part. One passenger was seriously injured.
